The City Secretary is an officer of the city, appointed by the City Manager.  The position of City Secretary is a statutory position required by State Law and the City Charter. The City Secretary proudly serves the city council, staff and the public in a manner that values honesty, integrity and trust. The City Secretary also serves as the Human Resources Manager and assists the City Manager and Department Heads to recruit, select, and train employees and ensure employment records are maintained. 

City Records / Open Records Requests

The city secretary serves as official custodian of all city records, i.e., ordinances, resolutions, deeds, agreements, bid contracts, minutes of meetings of the city council, boards, commissions and committees, Code of Ordinances, the City Charter and a vast array of other historical and regulatory information. 
A public information request must be in writing to the governmental body you believe maintains the information.  However, your written request needs to be for information already in existence. A governmental body is not required to answer questions, perform legal research, or create new information in response to your public information request.
To make an Open Records Request, please print out the Open Records Request Form, complete it and return it to the City Secretary via email, mail, or in person. Requests will not be taken over the phone. We will fill a request for public information within 10 business days after receipt of the request.
Public information may be assessed fees per the Texas Administrative Code (Title I, pt. 3, ch. 70, rule ยง70.10), and City Ordinance 812.
Administrative fees

Police Crash Reports will no longer be provided from the city.  If an individual is involved in a motor vehicle accident and is requesting a copy of the crash report, they must go to the DPS website. This includes insurance companies and attorneys.
