The City of Granite Shoals could not run without the help of our many volunteers. We are grateful for every citizen who donates time, energy and expertise to serve on our many, Commissions, Committees and Groups.

The Planning and Zoning Commission, Ethics Review Commission, and the Board of (Zoning) Adjustments Commission are statutorily required and thus are structured and operate similar to their counterpart Commissions and Boards in any other Texas city.

Membership requirements for most boards is that a citizen be a resident of the city or a property owner. The City Council approves appointments for member participation.

All Groups and Committees in Granite Shoals operate under the Texas Open Meetings Laws. Agendas and Meeting minutes for all Committees are posted on the city website, the inside bulletin board, and the outside Notice Board (right in front of City Hall).

Airport Advisory Committee

Ordinance 686 – March 8, 2016

The Airport Advisory Committee was established by Ord. 686, which repealed and replaced Ord. 537, and established an Airport Advisory Committee with a distinct charge. Also, the Ord. 686 committee has up to seven members. Recently, the Council reduced the number of members to a maximum of five (5), in order that the quorum would be three (3).

The Committee makes recommendations related to safety matters at the airport. They also were successful in having the airport reclassified to be a ‘Public’ airport. The formal name of the airport was also changed to ‘Granite Shoals / Bob Sylvester Airport’.

Board of Adjustments

Granite Shoals City Code Section 2.63

Because the City of Granite Shoals has a Zoning Ordinance, the BOA serves as a quasi-judicial body to allow citizens to apply for a variance (exception) from the application of the Zoning Ordinance (Granite Shoals City Code Chapter 40) in cases where there are special circumstances. The Board has five ‘regular’ members and two ‘alternate’ members.

To serve on the BOA, members take an additional ‘class’ from the City Attorney related to BOA regulations. This class is held each year. They also take training in Open Meetings Laws.

The Board meets only ‘as needed’; when a variance application is received. Sometimes months/years can go by without the Board meeting.

The City Manager and City Attorney attend meetings of the BOA. The City Secretary acts as recording secretary.

Planning and Zoning Commission

Granite Shoals City Code Section 2-75

The Planning and Zoning Commission meets once a month on the third Tuesday evening from 6 PM to 8 PM, customarily. The members of the Planning and Zoning Commission must be registered voters of the City of Granite Shoals.

Currently the Planning and Zoning Commission is reviewing the entire Zoning Ordinance (Chapter 40 of the City Code) and considering proposed updates.

If you wish to bring an item to Planning and Zoning, such as a re-plat, you must have the application completed and submitted to the City with the required number of re-plat maps on the second MONDAY of the month. This allows time for the Utility Department to review service lines and easements. The P&Z Agendas are normally posted on the second Friday of the month.

The City Manager and City Secretary attend the P&Z Meetings. The City Secretary acts as the recording secretary.

Beautification Advisory Group (BAG)

Ordinance 604

The Beautification Advisory Group coordinates and conducts the city's annual "Christmas in the Quarry" display.

The BAG meets for numerous workdays through the year. These workday meetings are open to anyone interested in volunteering. They have formal meetings (where committee business is considered, and action is taken) approximately twice per year (Spring/Fall).

The BAG members have their own group secretary to act as recording secretary during their formal, regular meetings.

Community Cats Advisory

Community Cat Advisory (CCAC) meets on the 3rd Monday of each month.

COMITTEE MEMBERS:

Parks Committee

Granite Shoals City Code Section 2-82.1 (Ordinance 605-A)

Granite Shoals is known by its City motto: The City of Parks. The City has 19 public parks of which about half have waterfront. Seven of those have boat ramps available.

The Parks Committee members coordinate the annual Veterans Celebration each year. The Parks Committee holds numerous Workdays during the year to clean, improve, repair, evaluate and beautify the parks. They hold Workdays to repair and paint playground equipment, and any resident is welcome to attend. They hold monthly meetings to consider/act on Committee Business. These meetings are normally held the first Thursday of the month.

Wildlife Advisory Committee (Oversees the Deer Management Program)

Ordinance 639

The Wildlife Advisory Committee (WAC) was established in March of 2014. The Committee was charged by City Council to research, in a stepwise manner, options for possible deer management plans for the City.

The WAC was assigned to work with guidance from Texas Parks and Wildlife to determine if the City of Granite Shoals has a deer overpopulation issue, and if so, advise Council on most effective/efficient means of establishing a deer management plan.

The Committee has coordinated our Deer Management Program.
